Charging an Electric Car at Home in Saudi Arabia: What It Costs

What does a kilowatt-hour cost at home?
Start from the tariff, and count the VAT you also avoid.
The Saudi residential rate is consistently reported as 18 halalas per kWh up to 6,000 kWh a month and 30 halalas above, with a fixed meter charge and 15 percent VAT applied to the bill. Because charging adds to a bill that VAT is calculated on, the honest marginal cost of a kilowatt-hour is the base rate plus VAT: about SAR 0.207 on the lower slab and about SAR 0.345 on the upper one.
An independent check supports that level. GlobalPetrolPrices, collecting in December 2025, puts the all-in Saudi household electricity price at SAR 0.200 per kWh including all taxes and fees — close enough to the reconstructed figure to be reassuring. What does that mean per 100 kilometres?
It means very little until you attach two assumptions, so here they are, out in the open where you can replace them.
Assumption one: the EV consumes 18 kWh per 100 km. Real figures vary widely with vehicle, speed, air-conditioning load and driving style — and in Saudi summers the air-conditioning load is not a rounding error.
Assumption two: the petrol car it replaces consumes 9 litres per 100 km.

The gap is wide enough to survive being wrong about the assumptions. Even if your car uses a third more energy than assumed and your petrol comparison uses a third less fuel, home charging still wins comfortably. That matters in Saudi Arabia specifically, because cheap capped petrol makes this a harder test than in most markets.
Why is solar-charging the cheapest line in that table?
Because of how net billing values a surplus kilowatt-hour.
Saudi Arabia credits exported solar at a fixed rate that secondary reporting consistently puts at 7 halalas per kWh for residential customers — far below the import tariff. So if you have a rooftop array and your car is on the driveway during the day, the true cost of the energy going into it is not the grid rate and not zero: it is the export credit you gave up, about SAR 0.07 per kilowatt-hour.
That makes daytime EV charging one of the single best uses of surplus generation in this market. It converts a low-value export into displaced transport fuel at roughly a third of the grid rate and a fraction of petrol. The catch is timing. Most cars are away during the hours the roof is producing. Households that can charge at midday — a second car, a home-based worker, a weekend — capture this; households that can only charge overnight need either a battery or the grid.
What is the slab trap?
The one way home charging can quietly cost more than you calculated.
The residential rate steps from 18 to 30 halalas per kWh above 6,000 kWh in a month. An EV doing meaningful mileage adds a few hundred kilowatt-hours a month, and a household already sitting near that threshold — very plausible for a Saudi villa in summer — can be pushed across it.
The consequence is not confined to the car. Crossing the threshold means every unit above it is billed at the higher rate, so the effective cost of the charger's energy is the upper slab, and so is the cost of the air conditioning that pushed you there.
Check it before you buy the charger, not after. Pull twelve months of bills and see how many already cross 6,000 kWh. If several do, run your EV numbers at SAR 0.345 rather than SAR 0.207 — it still beats petrol comfortably, but it is a different number. It is also, incidentally, the strongest argument for a rooftop array, since solar displaces your most expensive units first.
What does a home charger installation involve?
Three practical questions, and one honest gap in what we can tell you.
Electrical capacity. A 7kW AC charger is a substantial continuous load. Your supply, main breaker and consumer unit have to carry it alongside summer air-conditioning demand. This is a licensed electrician's assessment, not a retail decision.
Cable route and parking. The charger has to reach the car's charge port with the car parked as it actually parks. Sun exposure matters too — Saudi outdoor equipment lives a hard life, so check the enclosure rating.
Equipment conformity. Imported goods entering Saudi Arabia run through SASO's SALEEM/SABER conformity regime, and a charger is imported equipment like any other. Ask your supplier which conformity documentation covers the unit.
The gap: we did not verify a Saudi-specific utility requirement for notifying or approving a residential EV charger connection. We are not going to assert that one exists or that one does not. Ask SEC directly and ask your electrician, and treat any confident claim on this point from a salesperson as something to check.
Is home charging enough on its own?
For most Saudi urban owners today, yes — and the public network is best treated as range extension rather than as a substitute.
